Compared with the "Administrative Measures for Health Care in Nurseries and Kindergartens" jointly issued by the Ministry of Health and the former State Education Commission on December 1, 1994, the new version of the method is clear. The nursery care organization should implement the policy of combining teaching and prevention with prevention, and do a good job Health care work. The health administrative departments of the people's governments at or above the county level shall regard the health care work of child care institutions as an important part of public health services, and strengthen supervision and guidance. The education administrative departments of the people's governments at or above the county level assist the health administrative department in inspecting and guiding the health care work of child care institutions.

According to the measures, the staff of a childcare institution must be inspected by a medical and health institution designated by the health administrative department of the people's government at or above the county level before taking up the post, and the health qualification certificate for the staff of the child care institution can be obtained.

According to the method, the childcare institution shall promptly notify its guardian to leave the hospital (institution) when he or she discovers that the child in the garden suffers from a suspected infectious disease. After a child suffering from an infectious disease has been cured, he or she may be admitted to the institution with a health certificate issued by a medical and health institution.

The approach emphasizes that if a childcare institution fails to perform its duty of health care in accordance with regulations and causes an epidemic of public health, food poisoning, or other public health emergencies, the administrative departments of health and educational administration shall be punished according to relevant laws and regulations. Where medical and health institutions at or above the county level fail to perform their duties in accordance with the provisions of these Measures, resulting in public health emergencies in childcare institutions, the health administrative department shall punish them in accordance with relevant laws and regulations.

The present Measures are applicable to all types of nurseries and kindergartens for children aged 0 to 6 years and will be implemented on November 1, 2010.
