The reason why Anhui's basic medicines are "low in price and high in quality" mainly lies in their adoption of the "double envelope" bidding model and the implementation of "quantity-price-linking" and "single source of supply commitments." The "double envelope" bid is divided into "technical standard" and "business standard". “Technical Standards” review is the primary threshold for tendering, and it mainly focuses on the quality of good drugs. The drugs of the same grade shall be evaluated according to the score of the technical standard, and shall enter the commerce evaluation according to the proportion; in the commercial evaluation criteria, the proposed bid shall be determined with the lowest quotation. "Single Source of Commitment" means, in principle, that a product of a basic pharmaceutical product will only be awarded as a pharmaceutical production enterprise, and that the enterprise will obtain the market share of all basic medical and health institutions in the province.

Shen Weiguo, director of the Anhui Development and Reform Commission and the Medical Reform Office, said that one of the benefits of this approach is that companies can exchange prices for “markets” and realize “quantity-price linkages”; second is to prevent bids and bids from occurring, which will help break the pharmaceutical companies’ "Price Alliance."

At the same time, during the bidding process, Anhui also adopted three limit bars to keep the price cap; a special drug account was set up, and the drug money was paid by the state treasury in a unified manner to ensure timely payment; a strict violation punishment system was established after the bid was awarded. In addition to innovating the tendering system, Anhui has also made some important explorations in basic drug distribution. Including the cancellation of the distributor's bidding, the successful pharmaceutical manufacturer is responsible for the distribution of essential drugs.

"Before the reform, drug manufacturers asked us to promote sales of pharmaceuticals. Now, in turn, the production companies chose us for distribution after winning the bid. At the same time, the gross profit of the company after the reform has also dropped, from the past 7%-8% to 5%."
